2nd runner up
then the winner
b/c if they announce the 1st runner up the audience will do the math and figure out the winner and they'll be yelling and congratulating so loudly that they won't hear when the host announces the winner and all of that. so i feel like i've seen them announce the 2nd runner up. and then the actual winner.
but i don't watch a lot of pageants and maybe i'm misremembering based on what i've seen on reality and game shows like American Idol and Dancing With the Stars.
