Sure, he can lift and probably use the library to read up on football tactics and philosophy during that time, but his access to proper nutrition is NOWHERE NEAR what it would be on the outside, and working out in a prison gym pales in comparison to having access to team facilities/strength coaches.
There was a significant risk that Vick was only going to have a fraction of that "proven talent."
