In all 50 states it is legal to use a hand, belt, or switch for corporal punishment so long as the parent or guardian does so in a manner to correct the behavior of a child.
Don't believe me? Check the statutes in every state. I was once told this by a friend and didn't believe it either (especially considering the number of times I've seen CPS take kids for less than an ass whoopin) but I actually took the time and looked up the child abuse statutes in all 50 states and, lo and behold, dude was 100% right. Its perfectly legal.
