The 2 is not a separate part of the equation of 9+3. If it is then it needs a separate bracket grouping it with the 48. The 2 acts on the the number in the parentheses therefore it has to be solved for first.
If I were to put a square root in front of the parentheses or any other number/variable, it would mean take this and to it to everything in this equation. That doesn't disappear here.
