I'd argue that all of the great MC's/rappers put in considerable time practicing their craft. Most of them exhibit the mastery of their craft in their live show. But even with someone like Rakim who by most accounts sucks live, the time and effort put into master his craft is self evident in his recorded material. And if challenged he can drop a verse (btw this isn't even a request I make for a off the top joint, just kick some shit). I bet at some point Dre himself did his fair share of practicing (I'm thinking between Southern and ATLiens), but somewhere along the way he started becoming bored with rapping (I'm pretty sure he admitted such in an interview).
So to be clear, practice does make perfect, both in rapping and with an instrument. It doesn't necessarily have a direct effect on sales but that's besides the point.
