Uh yes they were. There was a serious promotional campaign to get her out there.

This is still two months after the first promo wave which failed. And would it surprise you to know that Perez was 'encouraged' to keep bigging her up.

I'll give you every thing but the Interscope take notice. Interscope was paying to keep her on the road and take her show to the next level and the next level and the level after that. Wasn't coming out of her pocket. It's actually a rare case where there was artist development, even if it was of her own design, that simply is a rarity for this market.

Also you have to know Gaga wasn't a random act picked up off the street. She was well connected by the time her album came about, and what I'm alluding to is that those connects were the reason why she was going to be a star.
