I believe that honor was done almost completely through the use of payola, but had 'The Emancipation of Mimi' not increased her trust rating that weak-ass song wouldn't have landed anywhere NEAR #1 for *anybody.*

The crazy thing is I don't remember even hearing it on the radio much at all until after it peaked...

Another one off the top of my head recently is Eminem's "Not Afraid." That song continues to be dry and uninteresting, no matter how many times he performs it. Eminem's already been mentioned as having a number of songs that can fit under what we're talking about here.
