WIth the latest Skylake chips hitting the market, Haswell will start fading out and leaves no upgrade potential. On the flip side, you can likely find a pretty stout Haswell chip for a great price (which will drop as Skylake becomes more readily available). If you don't NEED the latest and fastest, that may be a decent choice.
My build is now 2 years old, and my i5 3570K doesn't feel sluggish in the slightest. There's not much I would upgrade at the moment (with the possible exception of my GPU, but even that isn't a necessity)
