...which is what I love about this game. If you poured all your points into one tree, I'm sure you could get that perk much sooner. maybe before level ten.

also, enchantment, ancestral powers, and other artifacts may play into it.

Like right now, I got an enchantment from one of them stones with a circle in it from around the world, and a couple of rings that are making me juggernaut of one-handedness. Plus I just used some ingots and smithing to improve my armor and my blade.

And at the same time, with the stucture of this game, and the amount of choices you can make I'm sure I'm not even as powerful as I could be even with the badassedness of certain aspects of my character.
