Thought the ATB gameplay and dresspheres were great.

The problem is that, whereas FFX had some decent characters, and that they were releasing the first sequel in the series so people were hyped for it, FFXIII has a really horrible cast and was overall forgettable, so not sure why it warranted a sequel. Plus they already have a spinoff in Versus.
