dude really just wants to be known as a hero.
the only thing is that he needs to tie up loose ends before he can do so.
also the guy is trying to fund his own militia and he's done that since the administration gave him a "blank check".
i guess he wants to justify his actions by creating more chaos.
dude is just bored and kinda nihilistic.
