packie: provides car bombs (like 8 ball in gta3). you detonate them by calling packie. probably takes a total of 4 seconds from pulling up the phone to the actual explosion. not very useful as you can't use the car bombs like you want to (i.e. driving at top speed towards the target, bailing out, and detonating when your car hits the target) what with the euphoria and the time it takes to detonate
