They need to do better in drawing a distinction between substances taken to give someone more strength/speed/stamina/workout-recovery/etc, and substances taken to help someone repair an actual broken body.
I admit I know very little about HGH or the other kind of things taken for healing injuries (among other more nefarious purposes i'm sure), but if its relatively safe (or at least safer than a fucked-up neck or leg), I don't believe its ethical to punish people for trying to fix the only body they'll ever have in life. Injuries go beyond sports. They are damages to a person's actual physical body. A person should be able to heal themselves without being punished for it.
IF that's what happened here, which is what I suspect happened. Same with Manning.
Now, would it shock me if Edelman actually was juicing prior to any big injury, for the sheer purpose of getting stronger, faster, etc? Not really, because he's a bit of an obsessive nut, but I don't really think it's the case. If forced, I'd put my money on his actual performance being natural, and his ACL recovery being aided by a banned substance.
