Some stats:
East: Average Wins: 40.2 Median Wins: 43 Range: 35
West: Average Wins: 41.8 Median Wins: 46 Range: 44
East a little more balance than the West because East's shitty teams better than West's shitty teams.
The West is more congested with respect to teams in the middle (median), so that's what drives competition for its 8th seed.
The East and West are similar holistically, when it comes to competitiveness as indicated by the average. If you take out the outliers it would favor the East more.
As a result, I don't think you can definitively claim that the East is shittier than the West.

The West obviously has the two best teams in the league (HOU & GSW) but after that the east has more balance, top to bottom. I'd rate the Cavs, Sixers, Pacers, Bucks, Heat & Wizards as having more competitive balance over the (Kawhi-less) Spurs, T-Wolves, OKC, Jazz & Pelicans.
East is as balanced as it's been a long time. Not a lot of easy outs in the 1st round for anyone.

This isn't exactly the toughest Western Conference we've ever seen fellas and if the NFL can get over an occasional shitty division winner sneaking in then the NBA can get over a 46-win team missing the playoffs. There have been far worse injustices. The evidence that the league NEEDS a playoff reformatting is very unconvincing.
