As far as bad deals, the Deng contract, and probably the Mosgov one too, have to be up there. I was listening to The Basketball Friends today and Tom Haberstroh said that Deng still has three years at 18M on his deal. Although that contract was a disaster when it was signed, there was a sense that the cap might go up enough to make the value, as a percentage of the cap, less impactful. The contract is even worse now as Deng is no longer a rotational player.

There was a The Hoop Collective podcast, on ESPN, that brought up the subject of players who make max money whose talent doesn't match the talent of the top 10 players, players like Parsons.
If there wasn't a cap on the amount of money a player could make, only great players could make the high value contracts because teams would give say 50M of a 120M cap to LeBron. That wouldn't leave 20M+ of the cap to pay a player like Parsons.

Probably ended up screwing a lot of the free agents this past off-season. Mid-level players figured they were going to get Mozgov or Kent Bazemore money, but most of them ended up with far less. Hardaway Jr. got lucky.
I forgot that Giannis signed an extension two years ago I think. He's making 22M which is a relative bargain.
KAT is probably the biggest bargain this year. He's making roughly 7M this year. Wiggins is making a little over 7M so he's in a similar position. Kemba has a nice contract given that he's a borderline All-Star at 12M.
