"Poll question: Countdown to Kap signing--how many weeks you got?"
I think we can all agree we saw some really bad QB play out of a number of teams last week...and while some will pick it up on week 2 and beyond, others will not. So in that spirit, when will a team say to heck with it and pick up Kap to win a few games?
I've been saying for a while now it'll be a few weeks into the season...after some bad QB play and a couple injuries. So I'm going to stick with after week 3.

Right after the week two game--it's so bad that they hire Kap before they hit the showers

QBs are not just plug and play and throw anyone in there all the sudden and it's fine.
It's why mediocre backup QBs stay on a team forever sometimes. There is a lot to be said about knowing the playbook and the coaches and the players and having the reps working with them in practice. A team is not just going to say "Hey our starter sucks, rather than go with the backup we planned to go with all off season in this situation let's go sign another QB who has not been a great QB for a bit"
Yes Kap is better than many other backups out there, but the teams already made the decision to not have him on the roster and that they would rather have Scott Tolzien or whatever random player they picked. The trained those players to play in these situations already, they made their decisions.
Then of course there is the whole media circus and half the fans boycotting if they do sign him to deal with...so yea it's not happening. He got successfully blackballed, if he's not on a team now he won't be this season.

**************** TBH the fact that you're even a mod here fits squarely within Jag's narrative of OK-sanctioned aggression, bullying, and toxicity. *shrug*
On Madden you can trade for a guy at the end of week 1 and by week 2 he's throwing for five TDs and 450 yards. It takes time to learn a system. Kaep is not getting signed because the NFL owners are hypocrites. His career is over as far as the NFL is concerned.
