I think that's the difference:
No black tiny, mediocre-armed, slow scrambler could go that high
Only example is Vince Young, who had just pulled off the greatest college performance ever. And Vince Young actually made two pro bowls (Nope! He did). And was 6'5, and ran a 4.58. Manziel is 6'0 and ran closer to a 4.7.
