It's only outside of the tackles and in the open field and the runner has to initiate the contact with the top of his helmet. This play rarely happens.

It's tough to officiate which is why I'd be surprised if it's called more than a dozen times all season.

I was congratulating Raiders fans at the bar right after the first replay.

And the tuck rule didn't make things easier. In fact, it created an even grayer area that caused more shitty calls (and more extended reviews.)
