the Bane voice really isn't too far off from his real voice. I bet he was speaking like that but they def had to do some post prod work since he was probably inaudible under the mask.

I want to say it was a comic con trailer. But everyone complained you couldnt hear or understand him. When the next trailer was released he was a lot more clear. So yeah they definitely had to do some work.

but what i got from the question is (and maybe i'm off) did Hardy come in with that voice ready for Bane or did they come up with it in post. He def came in with that voice and used it on set. Nolan has even said as much.

involved a decent amount of action, so I'd imagine it would be hard for Hardy to make that fake voice while performing, in particular I'm thinking about the first fight scene with Batman in the sewers.
For pure fun, I wish the DVD came with Hardy doing commentary in the Bane voice in character.

They make the rather strange decision to not even put the voice in the room at times. Batman's like that in places too. It had to of been a production design decision. I would guess that it's an allusion to the comic book format....they blatantly mixed the dialogue of the action characters above the ambiance.
Or maybe they had to do it in order to clean up the voice in response to the trailer complaints. lol....having to take the ambient processing off Bain's dialogue so people could understand him.
