He actually wrote a script for 2 - which featured killing off Riggs at the very end - but it was rewritten, Shane left, and the new writer (Jeffrey Boam) got sole screenplay credit. Shane and another new writer, Warren Murphy, got story credit.

All of this leads me to believe that this script went through WGA arbitration to arrive at these final credits...
