The only reason I can possibly think of leaving 'Nestro out of the top 5 is that he's only really been an uber-heel for the past five years. But in those five years, he's damn near left everyone in the dust.
Meanwhile, Dark Phoenix and Loki shouldn't be THAT high. Galactus in the top 10 is also questionable. Dude's never been particularly intersting as a villain outside of his initial premise. #1 should be Dr. Doom or Lex Luthor.

It's true, and I think he lacks that household name status that those other selections have. Assuming they even halfway pull off the Green Lantern flick, he'll assume his rightful place in the Top 10 within a couple years.

Loki is especially mind boggling. Okay, so he was the impetus for The Avengers. By that logic, the #1 villain of all time should be "Joe Chill" or "Exploding Planet"

Plus, if you want to really get into it, Galactus isn't really a 'bad' guy. Galactus, as he once so succinctly put it, simply "IS!"

My first instinct was that it would be Doom, but I can kind of understand Magneto, especially if we're figuring in non-comic book media as well. All things considered I'm surprised they didn't go with Joker.

or influence on the fictional world. it's about what characters were best written, most memorable, most influential, etc. the joker probably set up nearly every twisted villain after him.
and i'm not arguing for abomination over riddler, i just said there's no way the joker isn't in the top 3

He's just the "EXTREME!!!" version of Venom. Now Venom gets unfairly hated on but Carnage actually deserves it.
As for the whole threat level thing, the ratings weren't based on who would win in a fight, and that's pretty much the only way Magneto would beat out The Joker.

he's just an even more psycho venom. LAME
and joker will torture, murder, maim, beat on a whim. magneto has a cause; a reason, no matter how twisted it might be. on a one-on-one fight basis, joker may not be number 1. but all time villains list, he sure is. by far.

Prometheus has no business on this list. He's got potential but he's miles away from being a villain of any importance. DC is supposed to boost his profile soon, so we'll see.
Magog shouldn't be listed on there either.
Amanda Waller isn't a villain.
I think the Red Skull or even Norman Osborn should be higher than Galactus.

You seem to be crossing the idea of "He's more powerful" with "he's a greater villain." Hell, there are people more powerful than Galactus that didn't even make the list. By your logic, Thanos should be #1, because he once wiped out half the universe's population with the snap of a finger.
(BTW, Thanos deserves to be Top 20, and not just because of the "wiping out half the universe with the snap of a finger" thing.)
