Dope MC from the UK. Not grime, but really fresh music really soulful and sincere but he keeps the hip hop 'edge' for lack of a better word. For me the only comp this has as far as hip hop is Kendrick.

It's Davey Havoc from AFI and No Doubt minus Gwen.
I'm not going to break down the whole album because you're either interested in the pieces or you're not and I have no clue where your tastes lie in this area.
I will say is that this is a breezy bit of modern new wavey pop that suits Havoc very well. I'd argue that his best work in AFI comes when he's either angry on his Cure steeze. See: 17 Crimes as an example of this. I think Dreamcar is the perfect, uh, vehicle for his talents. If you don't like AFI but do like new wave, you might like this album.
If nothing else, check out All Of The Dead Girls. It's pop perfection. It's like Michael Buble and Flock of Seagulls had a baby.

First song I heard from this band was Priestess which I Shazamed at a venue while waiting for Savages to perform. Gonna see Pumarosa at ACL this year. Really interested to see what their live show is like.

the 90s r&b influenced beats are very smooth though i prefer the harder second half that kicks in with schoolboy q, but while the production is damn good, it's also not fucking with Damn.

I think JB has a pretty basic flow that's significantly behind Kendrick and, as you said, he's not in Kendrick's league lyrically either.
To that end I prefer the production on AB by a landslide. That's been a significant drawback for me with Kendrick. I'd like to see him over more traditional production. I thought Humble, DNA and Duckworth were fantastic but production wise it's a big pile of "meh" after that IMO.
Beats like Yah are great for interludes but don't play well for an entire song for me.
After multiple albums made up of his back catalogue of 10-15 year old beats, I was afraid that he'd stopped making new music, but holy hell did this erase all my concerns. This thing is an intricately crafted beast.

I played it yesterday, it could be a combination of loji's abstract rap style and them making 90 second songs, but I just havent had that light bulb moment yet
