basically he's going year by year, ranking the "top" 3 MCs & scoring them (#1 gets 5, #2 gets 4, #3 gets 3).
It seems like he's coming up with "top" by a mix of popularity + general consensus of skill (ex. he mentions that DOOM may be one of the most talented, he has a niche fan group).
This system is meant to give a fair shake to new MCs (this came up from his hot take that Kendrick is the best MC ever) since someone like Rakim may have been at the top for a long run in the 80s/early 90s, but a 5 year run 85-90 holds the same weight as 95-2000.
Issues with this - the level of competition in a given year can vary, therefore I'd argue being #1 in 1995 is much more of an accomplishment than say 2005.
Obviously any ranking of art is subjective, but if we're using this system, what would yall's rankings be for say, 2000-2010 or 2010-2017.

He stans for Kendrick, so he's been getting some pub recently. This is just a way for him to try to capitalize off it. In reality, the days of him trying to push himself as a tastemaker are long gone. Him trying to latch on to the Kendrick hype feels like a last ditch effort for him to make his hip-hop opinions matter. I'll check out his podcast if he has a good guest, but he's not nearly credible enough for me to entertain anything like this.
