The sound 50 was using when he popped off has died. He was able to completely dominate for a few years with that sound, and he's super rich so he gets mentioned with the Jay-Z's and P-Diddy's. But the bottom line is he hasn't come with anything new that connects to the audience in the same way as his first few efforts. Meanwhile Jay does his best to keep it fresh and interesting every time out, even if that means playing second fiddle to Kanye. Jay-Z's modern success is more image and gimmicks than 50 ever was. And' I'm a Jay-Z fan.
Jay-Z's music has been almost consistently awful since 'The Blueprint' with the the exception of 'American Gangster' and 'Watch the Throne' (the latter more of a Kanye project, of course).
Listen to Blueprint 3 again, for example: its worse than any 50 Cent Album, honestly. Terrible album.
I think the correct answer to the question of why Jay succeeded where 50 failed is two fold:
Main reaon: The public is finnicky and makes weird decisions.
Minor reason: Jay-Z had established a bedrock fanbase of backbackpers early who continue to stand behind him. This is one of the most underappreciated aspects to long-term success. Its why Nas made some absolutely dreadful music and was still able to bounce back -- he had a LOYAL generation on fans who wanted him to suceed. That bedrock will always keep you healthy and relevant.
50 didn't have this, because we never got a 'Reasonable Doubt' style album from him. It was 'In The Club' from jump. That same crowd cranking 'In the Club' jumped ship the second it wasn't hot.
This why the Curren$y model is successful and why I'd bet that he's more relevant 3 years from now than Wiz Khalifah, Kid Cudi, etc.
And you're understating 50 Cent's rapping ability: he's not a false creation. He's an actual rapper and a pretty good one.

Dude's songwriting talent is still clearly there. His ear as to what kids want to listen to isn't. Stylistically and image-wise dude just hasn't been aging gracefully.
I'm not feelin' the video, but I always thought the song was pretty definitive of 50. I can't believe it took him that long to make a song with that title, lol. Obviously though, he's at his best when he's talking about it. He could build himself a nice little lane just quietly putting out joints like this independently, but he talked so much shit early on about Koch and formerly "relevant" artists going independent that it'd make him look hypocritical and probably make him feel like a failure as well, so I definitely don't see that happening. He seems to have convinced himself that he has to do huge numbers as an artist. Oh well. He's putting it out for free. I'll take it.
