i always have been a big proponent of singles/videos. just don't release bullshit videos online every day... shoot real videos for real songs that have a real single status that could actually be rotated on mtv/bet. disperse these videos/singles over the course of 1-1.5 years. and that's how all of the best selling albums from 198x onward go to xx million records sold. the more singles and the more milage you can get out of 1 album - the better.

ready to go PRIOR to releasing a potentially hit single. I understand artists dont always know for sure but at the very least, do you agree they should have 30-40 min of music on deck before they take the first shot?

for profitization purposes - sure.
the most important thing ime is that you always have that SECOND single. no 2nd single, no nada. in a perfect world i would say yeah, have your album ready to drop once you have a song blowing up. but always have that SECOND single ready because it's equally if not more important than the first one that lands you attention. i'd even go as far as to say, when picking singles, keep your best one for 2nd. if you an get milage out of a song that isn't even your best, wait until they hear #2... just my opinion though.
examples of great 2nd singles:
busta rhymes - it's a party big pun - still not a player biggie - big poppa lil kim - crush on you the pharcyde - passin me by onyx - slam
what do all of these have in common? they were more commercially viable than their predecessor but were conscious/unconsciously saved for 2nd. word to lord tariq & peter gunz.
