It's like an over-polished version of what their doing, with a producer who has big studio talent, and an artist that knows the ins and outs of making 'good r&b' ala confessions. let me ask, since this is a common point coming up in the R&B threads we've got today/this week:
Isn't this possibly a value set that could be attributed to an earlier era? Is it really a problem to emphasize atmosphere, setting a mood and lying firmly in its cut? And is there any reason to invalidate a listener out there who might say "so and so relies too much on melodies and harmonies" or whatever the equivalent antithesis of your statement is?

although they have supposedly thrown some shade each other's way lyrically, but I noticed that in The-Dream's 1977 more than either of these two guys' records.

i think it might be influenced by hearing the weeknd but it is distinct enough to not to be a bite (unlike that trey song mess which was basically a cover of a weeknd song). it is in usher's range and the beats has a dance music thing going on with the climaxing filters but it's not all the way into oontz territory.
maybe he heard weeknd/ocean and wanted a new direction but this song could not have not been made by either of them.
