But anyway, I think it's still possible to listen to those albums as pop albums despite most of the songs ostensibly being "hip-hop." If it don't stimulate the "hip-hop" part of your brain, it can very well trigger some other part...

What would be wrong instead with the notion that "music is music", and it's either good or bad? Radiohead sucks as country music might be true, but it's also a pointless discussion to have.
*Edit to add* Is the reason that the concept of the Fugees "sucking as hiphop but possibly being good as some other genre" is more relevant than Radiohead sucking at country but being good at moody rock, because Radiohead has no pretensions about being country while the Fugees were marketed and self-identified as hiphop? I don't care about this, as I'm not looking to make a moral judgment here, only a musical one.

When I listen to hip-hop, I don't listen for the same things I do when I listen to classical music.
I don't have the same expectations from a pop record that I do from a jazz record.
If you can't understand that... well, more power to you. But unless you listen to only one kind of music (or different "genres" that are relatively closely related to each other), then you probably listen to music the same way too... whether or not you choose to admit it or even acknowledge it to yourself.
I don't understand why this is so hard to get. If people refuse to acknowledge that genres exist then you might say that "Fugees generally (Lauryn was good I think) fails in terms of rhythmically talking over beats with interesting flows and/or lyrics and their beats were not as exciting as those backing other acts with a similar appeoach. However, the Fugees songs were generally very catchy and memorable and lightened up the charts with their presence!".
BTW, people who say they don't follow genres but rather only listen to music that is "interesting" can suck it, seriously...

but it triggers the hip hop part of MY brain save for a track or two on either album. i mean i can buy the carnival being thought of as 'world music' but not so much 'pop'

I agree. The score has a few joints but I haven't played that album in over 10 years. I think I convinced myself carnival had joints too but I can barely remember that album now.
