Citizen's United was a court ruling that said corporations can give unlimited funding to political campaigns (through superpacs). That has absolutely nothing to do with this.

Nobody actually uses that fund anymore, though, iirc. It comes with restrictions on other fundraising and spending. I think nowadays it just funds the crackpot third party candidates.
