if im reading things right...this was a third party ad being served on their largely automated ad-serving platform. sometimes ads get flagged for manual review when initially submitted but most times they dont. then later on they might get taken down once reported, reviewed from a random sample by q/a team, etc.
most people arent digging into the story past the headline.
the story is kinda being circulated and consumed as if snapchat created/placed the ad. i think rihanna also got that impression.
but its moreso just a common situation of an ad slipping through their policy/guidelines (which it might not even technically violate aside from being distasteful).
