President Donald Trump's top economic adviser, Gary Cohn, said today that he can't guarantee that taxes won't go up for some middle-class families under the administration's sweeping tax overhaul.

"There's an exception to every rule," Cohn told ABC News Chief Anchor George Stephanopoulos in an interview on "Good Morning America."

"I can't guarantee anything," Cohn added. "You can always find a unique family somewhere."

Cohn, the director of the White House Economic Council, said Trump's plan is "purely aimed at middle-class families." But he acknowledged that "it depends which state you live in."

"A typical family of four earning $55,000 in America today is going to have a substantial tax decrease," Cohn said, noting that their taxes would decrease by about $650 to $1,000. "Everything we have done in this tax plan is to solve for the middle class."

Trump unveiled his administration's plan Wednesday during a speech in Indianapolis. He announced tax cuts for both businesses and individuals, and said the plan has the potential to deliver a “middle-class miracle."

Trump's proposal would lower the corporate tax rate from 35 percent to 20 percent and reduce the top individual tax rate from 39.6 percent to 35 percent. The plan would also repeal the estate tax, double the size of standard deductions for married couples and individuals, and expand child tax credits.

"The biggest winners will be the everyday American workers as jobs start pouring into our country, as companies start competing for American labor, and as wages start going up at levels that you haven't seen in many years," Trump said.

In the interview this morning on "GMA," Cohn insisted the rich will not benefit under the plan. But when asked specifically whether the president himself will get a tax cut, Cohn would not say for sure.

"When we looked at the tax plan and we look at what it does for Americans, we are very confident that Americans are getting a great deal here," Cohn replied. "We’ve also said that wealthy Americans are not getting a tax cut."

For middle incomes, looks like the effects will be lower rates, increase in standard deduction, and elimination of many itemized deductions.

For folks who don't itemize and don't have kids, it seems certain that it will be a tax cut.

It looks like they are getting rid of exemptions for children, but increasing the child tax credit. So the net effect of that depends on the numbers. So people with kids may win or lose.

The guaranteed losers are people who itemize things like state/local taxes, property taxes, etc. The standard deduction won't be high enough to help them.

I think he us straight up lying through his teeth talking about rich people. They might symbolically get a higher Fed tax rate, but the lowering and elimination of certain taxes often paid by the wealthy will more than make up for it.

This is basically an austerity plan under the guise of tax reform. Notice they didn't touch capital gains either. Governments rely on revenue from taxes. What happens when they can't meet citizens' needs due to lost revenue? They raise taxes and it comes on the backs of those who cannot afford it. Budget cuts are going to happen and services will end.

For a great case study of this tax plan look no further than Kanas and Iowa. This tax plan is basically a windfall for the rich. Don't support this at all. Chuck Grassley just said this tax cut increases the deficit that Republicans were so worried about under Obama.
