"I wonder why brutality is ingrained in police culture (Trumpito again)"
Trump talking to police: "When you see these thugs being thrown into the back of a paddy wagon, you just see them thrown in, rough, I said, please don't be too nice. Like when you guys put somebody in the car and you're protecting their head, you know, the way you put their hand over. Like, don't hit their head and they've just killed somebody. Don't hit their head. I said, you can take the hand away, okay?"

I hope you aren't suggesting that police 'can't even GET more violent than they already are'. They can.
And there's not a doubt in my mind that there's at least SOME police who will feel emboldened by this. I think you're underestimating the possible consequences of this type of rhetoric. Just by sheer numbers....there HAS to be police who are struggling with how to conduct themselves and tempted to use their power to vent their personal frusterations that haven't quite crossed that line yet. Something like this could turn one or two baton hits into 5 or 6 during a routine resisting arrest scenario for a cop who's fed up and/or teetering on the edge.
This shouldn't be dismissed as a red herring. This is relevant. I've been reading into this since the Castro shooting. American has the most violent and brutal national police force in the democratic western world. They don't need to be encouraged or emboldened. They need to redefine their role in society....they need to be retrained....and they need to know that they are accountable for their actions on duty. Bodycams were a good development. This presidential message wasn't.

and innnocent women are being shot in their homes in front of families and television cameras, and men are having 16 or so rounds fired into the their dead bodies "more violent" is what exactly?
Trump didn't embolden them because their leadership is corrupt enough to do it routinely without his assistance
