If it's the latter, they've had these movies planned out at least a decade in advance all the way up to the 4th Avengers joint. Their site has them listed all the way up to 2020.

The last two Cap movies have essentially been “Avengers .5” type flicks with relatively disciplined storytelling that helped bridge toward and setup the bigger Avengers movies.
So my interpretation was that they’re giving this that same level of care in regard to quality and positioning in relation to Avengers films.

and Sony does have creative control, although it's more like final creative control from my understanding. Like Marvel is gonna do what it does best, but then Sony has ultimate veto if there's something they don't like. ______________________________________________________________________________

Making the Thor series a little more GotG ain't a bad thing tho
Also good call on 1- moving hulk into another dimension. He kinda doesn't fit the "realism" of the other marvel stuff
2-reviving the Thor v hulk battle. That was one of the best parts of avengers 1. It also keeps attn away (but also reinforces) the 'marvel has no good villains' theme
