Illinois has a real budget problem & a governor who wants to strong arm his way through the rest of the government. Yeah it's a publicity stunt, but it puts the focus on the elected officials in the city & the state.
It's a political move. As much as Chance gets the publicity from it, it's even more about the politics in place that allow a school system to be underfunded to the point that they're talking about cutting ~14 days of school from the end of the year. It's nicer to see a story like this coming out of the city when almost all major news coverage is about politicized crime.

Effective Modern movements require Publicity to make an impact. Want to hate on MLK's Letter from Birmingham Jail because he wrote it to be published by the media? Maybe it was Martin's vanity that led him to all his television appearances?
Chance has proven himself time and time that this is an issue that he cares deeply about. Who gives a shit if the byproduct is it helps him sell a few more records? haters do.
