Chicago-area police officer shot, sparking manhunt

CHICAGO -- A manhunt was underway in far north suburban Fox Lake, after a police officer was shot and injured during a traffic stop, CBS Chicago reports.

Lake County Major Crimes Task Force Cmdr. George Filenko said an officer was shot Tuesday morning near Rollins Road and Route 59.

Sources told CBS Chicago that the officer had died but police only confirmed that the officer was injured.

According to sources, it started with a traffic stop on Rollins Road, when pepper spray was deployed, and the officer was shot.

People in the area were being told to stay inside their homes and businesses. Grant Community High School in Fox Lake and St. Bede School in neighboring Ingleside were placed on lockdown at the request of Fox Lake Police as police search for the suspects.

Gavin School District 57 said Gavin South Middle School and Gavin Central Elementary School -- both in Ingleside -- were on soft lockdown. McHenry School District 15 said all of its schools -- six elementary schools and two high schools -- also were on soft lockdown due to the manhunt.

Police were searching for a white male and a black male, and possibly a female as well. Unconfirmed dispatch reports indicated the suspects might have taken the officer's gun and pepper spray.

The manhunt appeared to be centered on a marshy area off Rainier Way and Rollins Road. Police officers from at least a half dozen different agencies - many heavily armed and wearing body armor - have scattered throughout the area. Several law enforcement vehicles, including armored trucks, were lining U.S. Route 12 in Fox Lake.

K-9 units and helicopters also have been brought in, and according to unconfirmed dispatch reports, picked up a scent in that swampy area.

The manhunt also has affected trains on the Milwaukee District/North Line, which ends in Fox Lake. At least one train has been stopped due to the police activity, and the Ingleside station has been closed. Passengers on one train from Fox Lake to downtown Chicago will be bused to the Long Lake station.

Service disruptions on the Milwaukee District/North Line were likely until the manhunt ends.

i mean, i dunno that to be true. but...i've been in and out of the county where he died and there is no talk about the case anymore. after he was found schools were evacuated...there was a manhunt...trains were shut down...roads closed...FBI helicopters all up in the sky...for a MANHUNT. and they never found who they were looking for. yet all of the action stopped. and the talk dried up. then the coroner came out and said he can't conclude whether the officer died by accident, suicide or homicide (http://www.chicagotribune.com/suburbs/lake-county-news-sun/news/ct-fox-lake-police-shooting-met-0911-20150910-story.html). which says a lot. and the police got mad about the coroner talking 'bout it. meanwhile this coroner has called out the local state's atty office on its bullshit in at least one other high profile case (http://www.chicagotribune.com/suburbs/lake-county-news-sun/opinion/ct-lns-rutter-calusinski--st-0715-20150717-story.html). so now he's at it again, it seems. i applaud him.

and i agree w/this editorial (http://www.chicagotribune.com/news/opinion/editorials/ct-fox-lake-police-edit-0925-20150924-story.html) which says the police investigating this case owe it to the public to be more forthcoming w/details about their investigation. considering the way they whipped the ppl into a frenzy in the days after the shooting, to got all radio-silent in the weeks after looks shady. or something. i suspect the police have evidence the cop shot himself (accident or suicide) but don't want to believe that b/c the cop has been lionized. he's been buried as a hero and the accident/suicide narrative contradicts that for many ppl. i think that's part of what's causing the police to drag their feet w/updating the public. but i dunno.

they apparently fit the vague description of the 3 ppl the officer allegedly chased on foot.

at least one woman has been arrested and charged w/making a false report to police after she claimed she knew something about 3 ppl who may have been involved w/the case (http://chicago.cbslocal.com/2015/09/02/police-intensify-search-for-suspects-in-fox-lake-cops-murder/.

and a former Chicago cop has been charged w/a felony for threatening the police and the coroner if they don't label this shooting as a suicide (http://www.chicagotribune.com/news/local/breaking/ct-fox-lake-police-shooting-threats-20150913-story.html).

other than that i haven't heard much about folks being rounded up and interrogated in this case. and i'm glad considering the police only have that very vague description of 'suspects' (2 white dudes and a black dude) - though i think they're more like 'persons of interest' considering i dunno that those ppl had anything to do w/the officer being shot.

One month after Lt. Charles Joseph Gliniewicz's death, the mystery around who killed the Fox Lake officer appears to be no clearer than in the days following his shooting.

Investigators shared new information at a press conference outside the Fox Lake police station Thursday, including revealing for the first time that Gliniewicz was shot twice with his own weapon. But Lake County sheriff's office Detective Christopher Covelli also said that despite diligent work, all theories remain on the table in the "extraordinarily complex" investigation.

Gliniewicz was shot once in the right-side front of his protective vest and once in the upper-left chest area, said George Filenko, commander of the Lake County Major Crime Task Force.

There were indications at the crime scene that a struggle occurred, but test results were inconclusive in determining whether Gliniewicz fired his service weapon, Filenko said.

"In layman's terms, the weapon could have been fired by Lt. Gliniewicz, or he could have been in close proximity to the weapon being fired," Filenko said.

Gliniewicz, 52, was found dead near U.S. Highway 12 in Fox Lake on Sept. 1, shortly after he radioed that he had spotted suspicious activity and was pursuing three people on foot.

Filenko described the shot to the lieutenant's right side as "similar to that of a sledgehammer" and severe enough to be incapacitating.

He said he could not comment on what at the scene suggested a struggle had taken place, or whether other shots had been fired. Authorities have previously said Gliniewicz's .40-caliber service weapon was found near his body and that multiple gunshots were fired at the scene.

Covelli said that although authorities have not yet determined the manner of the officer's death, they are investigating the case as a homicide based on the evidence and facts available.

Coroner Thomas Rudd previously raised the possibility the second, fatal shot to Gliniewicz's chest was self-inflicted, saying he needed additional information from police before deciding on a matter of death, whether homicide, suicide, accidental or undetermined.

Melodie Gliniewicz, the officer's widow, said in an interview with Crime Watch Daily that talk of suicide was "disrespectful, hurtful, irresponsible" and didn't fit with her husband's focus on the future. He'd been applying for chief of police jobs, talking about retiring from Fox Lake and planning family vacations, she said.

"I wholeheartedly believe he was murdered," she said tearfully.

Investigators have recovered nine unidentified DNA samples from the crime scene, and further testing has determined that one of those belongs to a male, Filenko said. He said he couldn't say where the DNA was found at the scene and that it's not yet clear from how many different people those samples came. Authorities will continue collecting DNA samples Thursday and expect to submit between 30 to 40 new samples to the state crime lab by Friday for further testing, he said.

"DNA is always significant. Until we identify it, we can't eliminate any possibility," Filenko said.

Authorities also are awaiting results of additional ballistics testing, Filenko said.

As yet, investigators have identified no motive, he added.

Authorities also revealed additional information about Gliniewicz's activity the morning of the shooting. According to Filenko, GPS data showed he was in the area near the crime scene for about 20 minutes before radioing that he had seen suspicious activity. Filenko said Gliniewicz may have been patrolling the area on foot after village officials raised concerns about vandalism in the area.

Village officials held a staff meeting to discuss potential problems on the property, including spray-painted graffiti and kids breaking into a building, about a month before Gliniewicz's death, said village spokesman Dave Bayless.

Though Gliniewicz initially said he didn't need assistance from another officer after reporting the suspicious activity, when a dispatcher asked a second time, he said yes, Filenko said.

Previously, authorities said they believed the three people Gliniewicz described remained in the Fox Lake area after the shooting, but Filenko said Thursday it's possible they fled immediately. Investigators tested paths of escape from the crime scene and found that some led to major roadways within minutes, when the perimeter could have taken up to an hour to set up, he said.

Authorities have held back details about the officer's shooting death because they don't want to compromise a potential prosecution by providing information only the gunman or a witness would know, Filenko said.

Both he and Covelli said they decided to release some additional details partly in response to questions about the limited information released so far.

Filenko said they are trying to be transparent because "I've heard the word conspiracy quite often."

Covelli and Bayless said Gliniewicz was not involved in an internal investigation into the police department's handling of an altercation between an officer and a man who had been arrested in December 2014 — a probe that led to the officer and police Chief Michael Behan being placed on paid administrative leave. Bayless said Gliniewicz had been part of a police department review of procedures and equipment done as a "best practice" during the change in leadership after Behan's retirement. He left the department just days before Gliniewicz's death.

The review and the internal investigation are both still in progress, and Bayless said it wasn't clear when results would be available.

Covelli and Filenko stressed that the investigation into Gliniewicz's death remains very active as it enters a second month.

"There hasn't been any kind of a slowdown here," Filenko said.

WGN Investigates has learned that the village sought approval to pay more than $25,000 to a private detective agency to investigate its former chief of police.

The chief was placed on paid administrative leave after a village administrator started questioning what she called lax discipline of another officer.

That officer was accused of verbally and physically abusing a man in custody. The incident happened in December, but the village review didn't begin until eight months later.

The chief resigned after being put on leave. Two days later Gliniewicz was asked by that administrator to help with an internal police review.

The next day, Gliniewicz died after being shot twice with his own weapon.

Investigators have not ruled out suicide.

The village says its investigation is ongoing.

Authorities have called a news conference for Wednesday to announce "significant new information" regarding the shooting death of a Fox Lake police officer, and multiple law enforcement sources with knowledge of the investigation have told the Tribune that authorities are expected to announce that he took his own life.

The sources say that authorities think Lt. Charles Joseph Gliniewicz, 52, died of a self-inflicted gunshot wound Sept. 1.

The new information comes two months after officers found Gliniewicz mortally wounded in a remote, marshy area of the village near the Wisconsin border.

Around 8 a.m. Sept. 1, Gliniewicz radioed that he was pursuing two white males and a black male. Dispatchers lost contact with Gliniewicz, a 30-year veteran and a fixture in Fox Lake, and responding officers found him shot and his .40-caliber handgun rested nearby.

A few days later, Lake County Coroner Thomas Rudd said he couldn't at that point rule out suicide or any other manner of death. A month after Gliniewicz died, police said he'd been shot twice with his own weapon — once in his protective vest and once in the upper left area of his torso. But authorities said they could not yet rule on a manner of death, and police said there were signs of a struggle at the scene.

Police said GPS data showed Gliniewicz was on foot near the crime scene for about 20 minutes before calling in that he had seen suspicious activity. The officer had agreed to look into reports of vandalism in the area at a recent meeting with village officials, police said.

Gliniewicz long led the department's Explorers program, which gives aspiring officers up-close experience with policing. Many people in town referred to him as G.I. Joe.

The village has been in the midst of a review of procedures and equipment triggered by the retirement of the police Chief Michael Behan days before Gliniewicz died. Just before he retired, Behan and another officer had been put on leave pending an investigation into the department's handling of an altercation between an officer and an arrestee in 2014. The village has revealed very little about those inquiries.

Investigators: Fox Lake officer committed 'ultimate betrayal'

Lake County officials who eulogized Fox Lake Police Lt. Charles Joseph Gliniewicz as a hero in the days after he died from a fatal gunshot wound, said Wednesday evidence now shows he staged his death as an apparent homicide to cover years of financial exploitation of the police Explorers post he oversaw.

George Filenko, commander of the Lake County Major Crimes Task Force, called Gliniewicz's actions the "ultimate betrayal" that included intentionally leaving a staged trail of police equipment at the crime scene in an attempt to mislead police to believe his death was a homicide.

Filenko made the comments during an exclusive Daily Herald interview before a news conference to announce the investigation's findings that Gliniewicz took a large sum of money from Fox Lake Explorer Post 300. Thousands of dollars was used by Gliniewicz for personal purchases, including travel expenses, mortgage payments, gym memberships, adult websites, facilitating personal loans and unaccounted cash withdrawals, Filenko said.

"There are no winners here," Filenko said. "Gliniewicz committed the ultimate betrayal to the citizens he served and the entire law enforcement community. The facts of his actions prove he behaved for years in a manner completely contrary to the image he portrayed.

Filenko said Gliniewicz was using the Explorer fund "as his personal bank account." He added that $250,000 flowed through the account over seven years, and investigators estimated Gliniewicz took about "five figures."

Electronic messages deleted from Gliniewicz's personal and work cellphones helped investigators crack the case, Filenko said.

Filenko said Gliniewicz elaborately staged a conflict with three unknown offenders because he wanted to go out "a hero." Gliniewicz took his .40-caliber weapon, pointed it at his chest and pulled the trigger in a swampy area at the east end of Honing Road in Fox Lake.

He said the investigation was the most comprehensive by law enforcement in the history in Lake County.

Gliniewicz, a 30-year Fox Lake police veteran, was found by officers fatally wounded shortly after 8 a.m. Sept. 1, authorities said. Gliniewicz had called in a report to emergency dispatchers that he was in a foot chase with three suspicious suspects described only as two white males and one black male.

About 14 minutes later, Gliniewicz was killed by the second of two gunshots -- the first shot was to the left side of his stomach and was stopped by his vest -- that struck him in the chest over his bullet proof vest.

The discovery touched off a massive manhunt that involved scores of heavily armed police, who used helicopters and dogs to search for the three suspected gunmen.

There was an extensive emergency response across the village. Village hall, schools, and the Fox Lake Public Library were locked down and closed during the search, and several roads were blocked off by police while the suspects were hunted. Metra commuter train service on the Milwaukee District North Line was suspended, but resumed that day.

More than 100 officers from local, county, state and federal agencies were involved in the manhunt, authorities said. Police were on foot and in helicopters and used canine units brought in from various jurisdictions, including McHenry County.

There was no immediate indication of suicide at the scene, Filenko said. He added that the investigation was treated as a homicide, but that nothing was off the table.

Authorities were mostly mum on the investigation in the days and weeks that followed and released snippets of information at a time. The lack of information about the investigation led to speculation that Gliniewicz had killed himself.

One day after investigators revealed explosive findings that a beloved veteran Illinois police officer had killed himself in a "carefully staged suicide" following years of criminal acts, an official says the officer tried to have a hit man kill a village administrator he feared would discover his crimes.

Det. Chris Covelli with the Lake County Sheriff's office told NBC Chicago Lt. Charles Joseph Gliniewicz sent a text message asking someone to contact a "high-ranking gang member to put a hit on the village manager." Gliniewicz also suggested the hit man could "plant something" on the manager, Covelli said.

"The tone of those text messages was to contact a high-level motorocycle gang member," Covelli said.

The person Gliniewicz texted told investigators the late officer indeed asked for a hit man to kill the village administrator, but the alleged motorcycle gang member denied any knowledge of the request.


Covelli also sent NBC Chicago Facebook messages from April 2 between Gliniewicz and an unknown person (unedited, in their entirety):

Small packages of cocaine were also found in Gliniewicz's desk, Covelli said. The cocaine was in an unmarked evidence bag that was not associated with any case, but Covelli added it wasn't clear if the cocaine was related to the alleged plot to have the village administrator killed.

"That was a theory we looked at, nothing we can prove," he said.

Anne Marrin, the village administrator, was auditing Fox Lake's finances, including the Police Explorers program, which authorities allege Gliniewicz embezzled from for the past seven years.

Marrin conceded Wednesday she was pressing Gliniewicz for details on the Explorer program, up to the day before his death.

"When I heard that he was concerned that I was asking tough questions about the police explorer program, it only confirmed to me that asking the tough questions was the absolute right thing to do," she said. "In fact, getting at the truth about the administration of the explorer's program was the only thing that had to be done."

The news, first reported by the Associated Press, comes one day after officials announced that a months-long investigation into Gliniewicz's fatal shooting had determined the officer's death, which rocked the small community about 60 miles north of Chicago and prompted a massive manhunt, was a "carefully staged suicide" and "the end result of extensive criminal acts."

Lake County Major Crimes Task Force Commander George Filenko revealed that Gliniewicz had been stealing and laundering money from the Fox Lake Police Explorer Post for seven years, using thousands of dollars for personal purchases, mortgages, travel expenses, gym memberships, adult websites and to facilitate person loans. He also said Gliniewicz forged signatures in official documents.

In total, officials said 6,500 pages of text messages from Gliniewicz's personal and work phones were reviewed during the investigation.

The text messages reveal that Marrin loomed large in Gliniewicz’s fears.

"She hates me," he texted someone identified only as "Individual 2," who suggested, "Hopefully she decides to get a couple of drinks in her and she gets a DUI."

"Trust me," Gliniewicz replied. "I’ve thought it through. Many scenarios, from planting things, to the Volo bog."

On June 25, the officer warned Individual 2, "You’re borrowing from that other account. When you get back, you’ll have to start dumping money into that account, or you will be visiting me in jail!"

Then, the next day, Gliniewicz again lamented the village administrator’s scrutiny.

"This situation right here would give her the means to crucify me if it were discovered," he said.

He cautioned his chief on Aug. 31, "She has now demanded a complete inventory of explorer central, and a financial report."

Investigators said Gliniewicz faked his own slaying the following day.

"He’s betrayed the trust of police," Filenko said. "He’s betrayed the trust of his community. It’s the ultimate betrayal."

The news stunned many in the Fox Lake community, where Gliniewicz, affectionately called "G.I. Joe," was instead being dubbed "G.I. Joke." Signs honoring him after his death were defaced with the word "Liar." Still, some residents said they don't believe the claims.

Gliniewicz's wife and son are also under investigation in the case, a source close to the investigation told NBC5 News. No charges had been filed as of Thursday morning.

Lt. Charles Joseph Gliniewicz, known throughout the community as a dedicated officer and mentor to young adults, grew worried he could face consequences for years of alleged theft from the youth program he ran, the Lake County Major Crime Task Force announced Wednesday.

A copy of Gliniewicz's personnel file released Thursday night also showed that Gliniewicz's record during his 30-year tenure with the department was more troubled than it appeared immediately after his death Sept. 1.

His file includes a 2009 letter to Fox Lake's mayor from anonymous members of the Police Department who said Gliniewicz's conduct and lack of consequences had "destroyed morale in the department."

Among their accusations backed up by other records in his personnel file was a report from May 1988 that Gliniewicz was found "passed out" in the driver's seat of his truck on the shoulder of a Fox Lake road, with the engine running and his foot on the gas. Officers took Gliniewicz home and towed his truck, but when he awoke later that day he had no memory of what happened and reported his truck as stolen to the Lake County sheriff's office. He later said he'd been drinking after playing volleyball with friends.

According to the letter reporting the incident, a sheriff's deputy said it "was not the first time that something like this had happened."

Three months later, he received a two-day suspension for failing to report for duty after he said he'd had a couple of drinks after a volleyball game with friends, according to records in his personnel file.

He also allegedly discussed hiring a hit man to kill a village official.

Detective Christopher Covelli with the Lake County sheriff's office said Gliniewicz wrote that he was "being forced to retire" by Village Administrator Anne Marrin and was "close to entertaining a meeting with a mutual acquaintance of (ours) with the word White in their nickname" in Facebook messages sent to a woman in April.

The woman, who is not being identified because she is not part of the ongoing investigation, claimed that the message referred to a "high-ranking motorcycle gang member," according to Covelli, and that Gliniewicz discussed hiring him to "initiate a hit" on Marrin.

But when investigators interviewed the gang member, he denied taking part in the conversation and "the lead hit a dead end," Covelli said.

Gliniewicz, 52, shot himself in a "carefully staged suicide" as it became clear his "extensive criminal acts," including seven years of theft from the village's Explorer youth police training program, could be exposed during a review of village finances and practices, Lake County Major Crime Task Force commander George Filenko announced Wednesday.

Other messages recovered from Gliniewicz's phone, which authorities revealed Wednesday, appeared to suggest threats against Marrin. During one exchange with an unnamed person in May, he wrote, "Trust me ive thougit through MANY SCENARIOS from planting things to the volo bog!!!"

Volo Bog State Natural Area is an extensive marshy area near Fox Lake.

Investigators looked into the possibility Gliniewicz's reference to "planting things" was connected to an evidence bag of cocaine found in his desk after his death, Covelli said. There was no indication the evidence bag was related to one of Gliniewicz's cases, or any open controlled substances cases in the department, but Covelli said authorities couldn't be certain what he intended to use it for.

On Thursday, Covelli said he could neither confirm nor deny that investigators were looking into any roles played by Gliniewicz's wife and oldest son, which The Associated Press has reported.

Other entries in his personnel file fit the image of the man laid to rest after a funeral that drew thousands to mourn an officer portrayed as a dedicated public servant who gave his life to the community.

Amid numerous commendations since he got his start with the department 30 years ago was a 2001 appointment by the local district of the Boy Scouts of America as leader of law enforcement Explorer posts in the Chicago area, and Gliniewicz received several letters from organizations that worked with the youth group he ran praising its conduct and his dedication to the group. Another letter writer said he thought he "wouldn't have made it" if Gliniewicz hadn't stopped to help him after he got a flat tire on a cold winter night.

But in 2003, a dispatcher accused him of talking about putting "bullets in her chest" and her body in a lake. In a letter reporting the incident, she said she felt threatened at the time but later concluded the comment was made in jest after she was behaving in an immature and disrespectful way and no longer believed it was a threat.

Two days later she sent another letter to the chief saying Gliniewicz had intimidated her by bringing a gun into the room where she was working and that given his previous comments she was afraid, upset and angry.

In Gliniewicz's report on the incident, he said they both laughed at the comment at the time and she later told him she did not feel intimidated or threatened.

A few weeks later, he was accused of giving himself access to a sensitive recording system without authorization.

Around the same time, the chief eliminated his position leading support services in part because of "problems with the communications division."

The chief warned him that similar actions going forward could result in disciplinary action, but there was no record of additional consequences related to the incident and he was later promoted to lieutenant.

The anonymous letter from fellow police officers also references a 2003 federal lawsuit in which former police Officer Denise Sharpe Gretz accused Gliniewicz, her former supervisor, of sexual harassment. The village's lawyers acknowledged in court papers that the woman engaged in sex acts with Gliniewicz five times in 2000 and that he was suspended for 30 days.

Former Fox Lake Mayor Ed Bender, who lost the 2013 election to current Mayor Donny Schmit, said he had no idea that Gliniewicz had a troubled history with the Police Department. Bender, who served as a village trustee for eight years before serving one term as mayor, said he was unaware that anonymous police officers had complained in 2009 about Gliniewicz's behavior in a letter to then-Mayor Cynthia Irwin.

Irwin could not be reached Friday morning.

"He was always very professional around me. He was very professional around the other trustees. I had a good relationship with him. It was always 'yes sir, no sir,'" said Bender, 78.

"I knew nothing about all this stuff that they're talking about. … It's beyond belief, trust me."

Bender said he had never seen Gliniewicz's personnel file.

"I didn't think I had reason to," he said.

"I'm sad. I am very, very sad for the whole village," Bender added. "I didn't know he was stealing."

When asked if there could have been more oversight within the department and the village, he said, "It's one of those things you can always second-guess. Looking back, it's probably something we should have done."
