Yep...the one site I developed I did all with tags (a couple of stolen javascripts thrown in) and my own graphics. Basic html but I made sure the sourcefile was a pleasure to look at

I have several web designers in the row next to me and none of them use FP. They all hate it. Personally, I'd rather hand code a site in raw HTML using Notepad than use FrontPage.
