it's largely buyer friendly tho.
I recently had an ebay seller up and dissappear w/ my cash, I had my $10 back within 24 hours of filing the complaint.
however for a seller, there can be a lot of risk, if someone sends you money from a jacked account, your account might get frozen, if someone pays paypal via credit card, and then stops payment on the cc payment, paypal will take the money out of your account, and it's basically tough noogies for you.

My full time job is to sell on ebay and my company does not accept paypal. A few years ago, we accepted paypal and had quite a few problems with their customer service and their policy. We lost out on nearly $2000 because items were shipped and scam artists said they never received them. Paypal's position on this was to take their side no matter what and removed the money from our account. When we finally found a customer service number, we were basically told that we were SOL. Within the last 2 years, we have their reps calling us every few months and telling us how things have changed and how our business is their top priority. But, we got fucked once using your company and unless you refund our $2000, we aint using your shit.
Now as a buyer, I use them all the time b/c they protect the buyers a hell of lot more than they do the sellers.

I went out to a ebay powerseller conference in San Francisco about a year ago and one of the main points was to push paypal down our throat. Eventually, I told them that paypal fucked so many people over, that they had their work cut out for them so people would trust them again.

The very most I've ever had taken out was about $.73 and that was from an order that was nearly $40, plus if you use your paypal debit card as a credit card (i.e. hitting the credit button instead of debt at the POS machine) you get cash back. The only thing I'm not crazy about is that you're fairly limited to where you can accept money from and you can't adjust your shipping charges for an internation customer. So if Deluge placed an order to me, he'd still be charged normal shipping costs even though it may cost more because he's in the netherlands. Plus they don't have a gift certificate option for non-ebay merchants.
If you aren't happy with paypal, I know my husband's crew had a good run with CCNow, but you do have to pay them.

this is the ONLY place ive done any transactions with my debit card and someone got a hold of it and spent my money. my bank took care of that shit and i closed that account and all but the only way anyone could have gotten my card number is through paypal and the half dozen transactions (buying and selling) ive done with them.

If you're selling a lot of product, you might be better off with a merchant account.
If i'm on ebay buying, i'll only do it using paypal. it has it's pros and cons.
On ebay if you don't accept it you can be at a disadvantage because buyers feel more comfortable with it, otherwise i'd say go with a merchant account somewhere else.
works fine, BUT you can't put money in your account at an ATM (like with a bank debit card). You do get money back though when you choose credit at POS terminals instead of debit (you have to sign up for it though)

it works pretty good considering its new technology..and I think a lot of the problems are connected to the credit card companies trying to squeeze it out.
