Simply because Sun Rises was greater than the sum of its parts. Moment of Truth was killer song after killer song, and like Popp said it is unfathomable how well it held up being 20 god damn songs long. Only one or two songs on MoT could have been left off and even they weren't too bad individually.
Sun Rises to me is Premier really trying to do something totally different than anything else in his career and he hit it out of the park. It was clear by Wrath of the Math that he had settled into a great formula that would be mastered at Moment of Truth and then fall into what I would call complacency around The Ownerz.
What does make Moment of Truth so great is that is the quintessential songs-album where any song is accessible individually and requires no information about what came before or after it. That itself is very valuable and harder to execute on the order of over a dozen songs.
Moment of Truth was Premier at the top of his game, but Sun Rises is Premier at his most brilliant, as weird as that may sound.
