Yes. Although, to be honest, I don't think most popular current hip hop artists can even do a great 10 song album.

Underground people. Although...speaking from a critical perspective, if all artists did 10 song albums...with an artist like Nikki Minaj, it would be an improvement. You would get 10 shitty songs as opposed to 18-20.

I think most artists peter out around 13-14.

Basically album length increased when CDs (and increased prices) came into play. This came at the expense of quality. Now that CDs are dying/dead, it's just about the artist's ego.
