You get an authoritarian - shit gets worse on the street and people complain. You get someone softer and more focused on community engagement like Davis, and the department digs deeper on their corruption. I think the real way to fixing the BPD takes place from the mayor's office solely - and it's kind of related to economic development which is at the core of most of Baltimore's problems. But doubtful Pugh has the stomach or acumen for that.
