I don't understand why listeners are so interested in things like relevance or sales. Those things really only matter to the artist. The ultimate measure should be does her music move you or not.
To answer your questions, though, I happen to think she's made pretty dope albums and there are those who agree as well as those who don't. There is a bit of a heavy reliance on musical tropes from the past, but I'm looking forward to see her evolve into her own sound. Beyond that, she tends to have a message of female empowerment or nonconformity and she doesn't rely on her beauty/sexuality, though she easily could (looks more than sexuality). Contrasted with a lot of her peers, she stands out as an alternative. That, along with some pretty smart alliances in the business (Puffy, Big Boi), has gotten her some attention.

Some would argue that the very nature of her nonconformity regarding selling sex in the current musical landscape makes her controversial.

Or she gets attention/acclaim, because people really like her music and its associated image.
