all of these days w/'unscheduled leave' due to snow - that's what i'm talking about.
so i misspoke when i characterized the city as 'shutting down' b/c that has a specific meaning there.
the bullshit i'm talking about are these days where there's not a total shut down but limited operations. it seems to happen at least once per year due to relatively low amounts of snow. that's too often, IMO. like this:
