Phil Spencer's come out and said what most of us were thinking, that at some point this game will be everywhere, but likely not until the following spring/summer.
The reason this bugs me more than, say, not being able to play Halo or Sunset Overdrive is that was a choice I made when I bought into the Playstation brand however many years ago. I wanted to stick with Nintendo, but I couldn't justify it, and if I couldn't justify Mario and Zelda I certainly can't justify Microsoft's exclusives. I knew I wouldn't get to play Microsoft's games.
But Tomb Raider's (save Tomb Raider II and III, which Sony bought out completely and helped push the original Playstation over the edge in popularity) always been a multi-console series, and the last one was everywhere. If you liked that game it'd be reasonable to expect you could play the new one wherever you want.
I don't mind waiting for games, hell I didn't play the first one until it was free on PS+. It's just weird that third parties still see a value add in these timed exclusivity deals.
Pre-order bonuses and retailer-exclusive bonuses are way, way worse though.
