Every player in this video takes a step ON the gather (no more dribbles) then two more (the euro).

I tend to think if the gather hasn't happened (meaning two hands on the ball) your feet can still move. Once that ends, meaning you can't legally dribble again without violation, you can take two steps so long as you are in motion/haven't established pivot.
