Flair didn't get the chance that Shawn did in his late 30s and 40s to steal the show, because the show was all about the nWo, and if they weren't on screen, it was about the other characters wondering where the nWo was. (Plus, he might have been coasting at that time).
Also, agree that this is just dumb dumb dumb.
