Probably. But they need to make it matter instead of having it be a 'we don't have anything for you...tag it up!' plot device.

Their need to figure out the Raw booking so that it doesn't seem so much like 'whew! We gotta fill these 3 hours..ummmm, Sami/KO! Get out there and have a match. Yeah, the nerds will like that!'. Sometimes, matches that 'don't matter' can turn into some really fun and cool stuff. But they have to do right by those things when they happen.

Cesaro for instance. He ended up decently, but he should be sneaking into title matches sometimes and having more grand matches with some of these wrestling machine guys on the roster.

I think we are about to hit another era of factions. It could be really fun if they don't saddle too many of the factions with too many dead weight/take the pin folks.
