Yes, fighting to keep Bottas behind him even with the 5 second penalty was silly, as it ultimately cost him 4th place from Vettel. But he didn't care. He didn't feel he made a mistake (but yeah, he did; his blocking tactics have usually been just on the line of being legal) and was determined to stay ahead of Bottas just to prove a point. I'm sure the team hates it but loves it at the same time.
