the vote that was done this year was in response to WC's argument that someone who gets a keeper player in a trade should not also be allowed to have 2 more keepers from their team.

In the Sarah/Shelly trade above, Sarah is getting Crabtree and is only keeping one player from last year's team, not getting Crabtree and getting 2 players. You even mentioned earlier in this post why would anyone want to do that because the person trading the draft pick is getting screwed, obviously Sarah felt badly enough about his keeper prospects that he was comfortable trading a pick to get Crabtree and only keeping one keeper from his last year's squad......
