The GOAT wrestlers look great vs anyone, but when Cena is in the ring with a boring or average wrestler the match is always average or boring.
When he is in the ring with a Punk, Bryan, Cesaro he rises to their ability.
It's a combo of a stale character and the fact that you know what you are getting in most of his matches unless it is someone special in the ring with him.
