Throw Shaemus and Big E in there as enforcers.
Their mission will be to beat the shit out of everyone on the roster. No title hunts or anything for like 6 months, just total anihilation of management, champions, refs, announcers..... just a massive backlash stemming from being held down. then they go after titles. I'm not even entirely sure i want this to be kayfabe either.
