People need to remember that the Flair plan worked with Flair cuz he was already over as shit and awesome. So him barely winning, going to draws, randomly losing, etc. worked. If they do this with Ziggler, MAYBE the angst of him catching hell to keep the title matters and works to elevate the belt beyond 'the other belt that Cena doesn't have' status and him.
